Nova Scotia Yachting Association Race Management Certification Policy
Approved by the NSYA Board of Directors March 14, 2006
Preamble
The Canadian Yachting Association’s (CYA) Race Officials Policy states
Provincial Sailing Associations (PSA’s) certify and re-certify level 1 and 2 race official levels, and report those certified to the CYA.
Level 1 is the Assistant Race Officer Level and Level 2 is the Club Race Officer level. For a chart of what each level is qualified to do, please see page 2.
Issue
There are several individuals at Clubs who assist with Race Management at Regattas without any formal CYA Race Management certification. These Clubs are interested in NSYA certifying recommended individuals up to the Club Race Officer Level. The NSYA does not have standards in place to address this issue.
NSYA Championship Events
For all Nova Scotia Provincial Championship sailing events, the NSYA requires that the Principal Race Officer be at least Level 2 certified.
Other information. Pat Lymburner chair of the CYA Race Management committee believes NSYA should only certify race officials who have completed the entire Level 1 or Level 2 course. He states;
…they will have been exposed to the entire Level 1 and 2 programs as they now exist and will be on a proper course for future levels if they are interested in pursuing that. I don’t think it would be appropriate to simply “appoint” them until, at the very least, that has been done. … your Race Officers Committee will be administering the Level 2 program but it must be in conformity with the CYA criteria. There is every likelihood that all of your candidates could do what is required but it would be best if they had the materials we are all teaching from presented to them as a guide for others who work with them if nothing else.
Fraser Pearce, the only Race Management Course Conductor in Nova Scotia agrees with Pat Lymburner that all can benefit from taking the course(s). He is not in favour of endorsing candidates who bypass the system based on experience.

ASSISTANT RACE OFFICER

Description
|
An Assistant RO is capable of assisting in the running of a regatta at the local club level.

|
- Sailing and racing experience.
- Successful completion of the CYA Level 1 Race Management Workshop given by a certified CYA Course Conductor (RMC).

- Experience on Race Committees and/or sail racing experience
- Successful completion of the CYA Level 2 Race Management Workshop given by a certified CYA Course Conductor (RMC).
- Evidence of mark laying capability

|
Record of practical experience as Line Judge, Recorder, Timer, Flag Officer and Sound Signaler is desirable.

Record of practical experience in Race Committee organization, as a mark setter, and as a Race Officer.

Description
|
A Canadian RO is capable of managing the ‘on-the-water’ operations of provincial, regional and national championships with one or more racing areas.

A Senior Canadian RO is capable of managing the ‘on-the-water’ operations of national and international championships of above-average size and complexity.

By the CYA, after demonstrated ‘on-the-water’ ability and positive results of a review by peers & mentors, including reports from select references.

RM COURSE CONDUCTOR

INTERNATIONAL RACE OFFICER

Description
|
A Race Management Course Conductor is a certified Canadian Race Officer who has been trained to give CYA Race Management Courses.
|
An International RO is responsible for the organization and conduct of international sail racing events and may serve as their Principal RO.
|

|
By the CYA, after successful organization and running of a Level 1 and a Level 2 Race Management Workshops.
|
By ISAF, upon initial nomination by CYA.
|
|
Prerequisites
|
- To be certified as a Canadian Race Officer for a minimum of 2 years.
- Successful completion of the CYA Race Management Course Conductors’ Seminar.

- By ISAF.
- The first time applicant must have served as a Senior Canadian RO for a minimum of two years.*
- Applicant must comply with all current ISAF requirements.
- First time applicants must file their application with CYA by August 1 of the year they wish to be considered by ISAF. (If applicant is completing an event after August 1, details on this event can be submitted upon event completion.)
